Workbook Import

Import an Excel workbook. Sheets are processed parent-first: Organizations, then Programs, then Trainings, then everything else. Semicolon-separated links (like "FS; FSK") become one link per value. Blank logo cells stay blank.

Repeat imports are safe: rows are matched by their key (name, code, session_id or event_id) and updated instead of duplicated.
